Many sanctions have been implemented as western countries such as the U.S. and Europe wage an economic war against Russia.

In his speech Putin explains his reasons behind wanting to demilitarize Ukraine and why Russia has attacked.

Ukraine's response is to appeal for peace, but at the same time the president states “If we are attacked, we will defend ourselves.”
